I use to take them out to the back yard, put some newspaper down, spray with easy off oven cleaner, let sit for appropriate time and then use the garden hose but this is not to good for the grass, so I switched to using the bath tub, spray oven cleaner and let soak, rinse then for remaining residue let soak in really hot, really soapy water, then use SoS pads and this usually gets all that burned on residue off. Make sure you always wear rubber gloves and if possible a mask which can be bought cheap at any hardware store so you don't breathe in the fumes.

I know instructions say to always use oven cleaner in a totally cold oven, but if you are careful of the fumes, oven cleaner works so much better if you heat the oven a little first....so I do the same with the racks - spray with oven cleaner when they are warm, let them sit while I clean the oven itself, by which time I'm usually I'm sick of the job and will take a break... forget to come back to it or get side tracked, then by the time I want to use the oven again, the racks have had a good long marinate in causticky cleaner. THen plunge them into hot soapy water and they usually come up beautifullly........... good luck!

If there is one job I hate in the house,it is cleaning the oven especially the racks. For years I would fight with them in the sink using a scouring pad. Then I was told to take a big green gargabe bag, put them inside, spray your oven cleaner right inside the bag over the racks, tie the end and leave for a couple of hours. AFter a couple of hours it was amazing, you only had to wipe the cleaner off and poof...clean racks. Of course, if I had let them get real dirty I would use the scouring pad but it was SO MUCH easier. But as I got old and wiser..I got a self cleaning!!!!!!

My mum works for a cleaning company and for the really grimy ovens the soak the racks. Use a cheap laundry powder in HOT water, leave it for a few hours then scrub. The grime just lifts off. If you have a really dirty oven, this sounds bad but use truck wash! Spray it on, leave for a few minutes then wipe it off. Lifts away the grime, rinse the oven with clean water then it looks like new again.

place oven racks into bathtub,, fill tub with hot water to cover racks, add two cups of amonia and a little liquid dish detergent . Let soak for a few hours,, Also have a window open in bathroom area , because of amonia fumes,, Burnt on food,, grease etc,,, will come off while soaking,, no scrubbing , racks will be shinning clean,, Needless to say tub will than need a good cleaning,

This works...even if the shelves are baked black... measure up your oven shelves,Go to your local DIY store get a plastic container that is large enough...the underbed storage drawers on wheels are great. Get some CAUSTIC SODA, put enough water in the container to cover the oven shelves grill pans or whatever, add caustic soda VERY CAREFULLY...RUBBER GLOVES, GOGGLES... READ THE INSTRUCTIONS PLEASE.Mix well, put the shelves in, leave overnight or longer. Remove CAREFULLY, rinse....Repeat if not succesful first time(will always work first time if layers not real thick). Small tiplet, do this near a drain, to make emptying the tub easy.

Very hot water and baking soda. If you have a pan large enough, you could boil them in that mixture.

Or try easy-off oven cleaner. If you don't have a self cleaning oven, spray them and put them in a warm oven.
