Yes. Whelm means to overwhelm, to turn over. So, you can in fact be whelmed.

no you cannot be 'whelmed'. there are other similar words in the english language which use an apparent opposite of something i.e. with prefixes of de/dis/un but they do not actually have an opposite. wierd i know!

I think this is a similar word to "disgruntled". "Gruntled" is not a word, apparently. Every once in a while, one of these weird terms pops up.

However, I think being "gruntled" sounds pretty damn funny. And I've been attempting to find a job that would gruntle me for many years now...
