Before turning off the engine, let the rpm's slow down and idle the bike for a little bit. Reving the engine before turning it off will suck in excess fuel and it'll just sit in the lower crankcase until you try to start it again. That's why you have to kick it 20 times. To blow the fuel out. And during this process the spark plug is getting wet fouled, adding to the starting problem.

Do you mean a '72 Honda Elsinore that loads up?

This requires a lot more information.
125 or 250?
What oil and ratio?
What sparkplug heat range?
What jets are in the carburetor?
Any other symptoms of poor running?
When was the last time the top-end was rebuilt?

Float adjustment or sticky floats. Too rich a fuel mixture, do a plug check. Jetting , If your main is too big you'll always be too rich. Your plug should be the color of dry, powdered hot cocoa mix, ( a medium tan color). If plug is darker than that you are too rich. I rode/raced CRs for several years. there is no inherent defect in the carburation.
