How do you write out in numbers $3.13 billion? Or any number that is in the billions that has a decimal. Is it 3,000,000,000.13? I'm not sure about it. Sorry if I sound stupid, but my brain wont work this morning!!!

$3.13 billion can be written one of two ways.

In the US, it would be $3,130,000,000: three billion, one hundred thirty million.

In the UK, it would be $3,130,000,000,000: three billion, one hundred thirty milliard.

This is because in the UK, they go up by millions instead of by thousands.

3.13 billion is the same as writing 3.13 x10^9. 10^9 means that 9 decimal places have been added to replace the 9 zeros. Move the decimal 9 positions to the right and you will have 3.13 billion.

The numbers would have to stay together, whereas you show them separated.
By separating them you are in fact changing the value.
So, you would write 3 Billion as normal, then replace the first 2 digits following the three with the two digits (in this case 13).

In the short form (which is used in the United States and England), 3.13 billion is 3,130,000,000.00, or three billion, one hundred and thirty millions.

In the long form (which is used in France and most of Europe--just for the sake of being thorough), 3.13 billion is 3,130,000,000,000.00, or three billion, one hundred and thirty thousand millions.

3,000,000,000.13 in short form is three billion and thirteen hundredths.
