Yikes! In a perfectly Designed universe, there is nothing random. If each and every snowflake is unique, then that's one busy Designer.

Snowflakes form in clouds and clouds are nothing more than water vapor. When the temps fall to 32 F (0 C) or colder, water vapor changes from a vapor form to a solid form... ice. Temperature, air currents and humidity all play a part in how a snowflake forms in accordance to shape and size. Dirt or dust particle which may be being carried in the water vapor can affect the 'crystals' weight and durability.
Snowflakes are not completely symmetrical although most think that they are. They can be lopsided depending on the temperature at formation and the amount of dirt/dust in them. Given all of this I look at this as a natural phenomena; and no there is no scientific evidence that a designer has handcrafted each and every snowflake.

Both Schools of thought are correct of course...
God makes it all work.
For example. When Ford created the motor car did he engineer it so it required his manipulation to work? No. Well God's at least that smart. He is the original scientific engineer. Only he doesn't stamp everything with a manufacturers seal "Made by God". Because that would just be silly.
So never assume that there is no creator behind the science.
Just because we took apart the clock and found out what the gears are for, doesn't mean it suddenly wasn't made in Switzerland.

Natural forces: molecular cohesion, molecular lattices and crystal structure determines each one. It's a random process, thus each can be unique. But it's impossible and rather unlikely that there has never been 2 alike. There is a chance that 2 or more have been exactly alike, after all, water on earth has been freezing and melting for quite some time (upwards of 8 billion years).

As much as I would like to say 'designed', it is in fact NATURAL and quite PURELY random.
H2O's molecule is shaped like the letter V with a hydrogen atom at the end of each arm, and the Oxygen atom at the point. This arrangement leaves a net 'negative charge' at the point, and net 'positive charges' at the two arms. As the temperature approaches freezing, the liquid water's molecules get closer and closer together, the 'net charges' forcing them to align positive to negative to positive to negative, ad ifinitum. This results in the snowflake structure...Beautiful, but random.
