If it was off of eBay there's a good chance you purchased one that is not compatible with the region you're from. In Europe, the games played there use the PAL version games, whereas in American the NTSC versions are used. If you use say a PAL Playstation 2, and use a NTSC game, they're not compatible so your game will not work.
It could also be because the game is faulty or maybe it just need to be cleaned, use a dry cloth and wipe it down, holding it with your finger in the center whole to keep it in place and give it a go over then test it to see if that helps.
If all else fails it's most probably a broken game and if it's from eBay don't even waste your time and try to get your money back.

Check to make sure it is the same region as your playstation. European games don't work on US consoles and vica versa.
Japanese games don't work on either (but you would probably notice if the game were Japanese)
If it is the same, they try giving it a good clean...
dunno, not all the stuff from e-bay can be trusted, sadly.

try getting it cleaned professionally for a few bucks. i love ssx tricky and i bought it used. it didn't work and they buffed it for me and now it won't ever stop. i play it all the time.

does it match your machine pal/ntsc wise ?
and check to make sure it isnt a copy
or its prob defective
