This is a good question .
the proverb means that if any strength physical or intellectual overpowers the other strengths than it is very hard 4 a common man to get justice.u have to speak out 4 ur rights otherwise u r oppressed by others. u can give the following examples:
1.when British ruled over India, people were oppressed. it was not that Indians didn't have any option but it was only 'coz the Indians were afraid or it didn't matter 4 them that someone is sitting on their land stopping them from doing the things they r supposed 2 do.
2.in the government offices everybody, from the watchman 2 the officer, is corrupt. there even if u shout out the truth nobody is going to listen to u.
3.the so-called Dada's of the streets just harass people 'coz they are afraid of facing the consequences.

this proverb simply means that if you bow down and accept any kind of dictatorship justice will br lost. all of us must stand up and speak out if we want justice.
