this depend of your criteria
the best in the majority of test it is photoshop but it is pretty expensive
If you want a web editor one of the best it is free hand (former Macromedia now Adobe too)
other good can be
Corel PhotoPaint
Ulead PhotoImpact
if yiou want a freeware solution -the best it is GIMP but for know it and using it at all capabilities you need a good tutorial
( for example Gimp saavy )
if you need a funny fphotoeditor try to search for album suite express suite,etc

If not, for photo editing and for simple tasks, you can try Google's free Picasa here:

if its just photo-editing, the best so far is Adobe's Lightroom (beta at the moment but works great - pro and its free for both mac and windows platform!).. you can download it here: http://labs.adobe.com/technologies/lightroom/
