It depends on how you want to "start" ie. if you want to learn html first to sort out the technicalities (which i recommend as it lays your foundation and give you better understanding of how websites actually work and what those codes mean). In this case you just need to have your "Notepad" to code your website from scratch and you can start here:
http://www.w3schools.com/ (start from the top ie. basic "HTML")

once you have grasp enough to lay text, images and links/buttons on a page, you can venture to learn about css (highly useful to give better control of your site) >> http://www.htmlhelp.com/reference/css/

from there, you can then try polishing up your image making skills and play around with layouts for a more dynamic look.. a widely-used application that can help you is Dreamweaver (you can try downloading a free trial here: http://www.adobe.com/products/dreamweaver/) and it has its own tutorials that can help you understand the things i mention above.. you can also try and download Flash later on once you have mastered basic webdesign for even more fun and creativity!.. good luck

FrontPage is easier. If you're in the UK, try LearnDirect. I'll put some useful links including my website. It's only 15Mb and shows what you can do with a tiny site. Email me if I can help - the address is on my site.
