If you are defining peace only as a lack of armed conflict then that would be pretty absolute. But a lack of armed conflict rarely is peace. Take the Cold War as an example. The US and Russia never actually came into armed conflict against one another (filling the above definition) but we certainly were not at peace. Peace has a great many nuances that include more than just armed conflict. It includes a predisposition toward justice and an attitude of genuine affection toward the other party. Examples of this in general (not every American shares this sentiment) are the attitude we have toward Canada, Australia, and Britain. It is more than not fighting one another, for the most part, we genuinely like each other.
I do believe peace differs in other nations. Peace to the Soviets or Red Chinese roughly equals a subdued populace. The subjugated peoples do not have to like their government so long as their spirit for rebellion is repressed or crushed. The Red Chinese did not consider the peaceful protests at Tienanmen Square "peaceful". Free nations tend to desire that their people actually believe the best of them and are mostly content with their lives. While rioting is not peaceful, free nations rarely see peaceful demonstrations, marches, and protests as being a disruption of the peace. At least that's how I see it.

Peace is impossible in the world. For mans heart is continually evil and evil is always crouching at the door. People have so much hatred inside of them. It si like the wheat farmer. You see the wheat it is beautiful. But if you look closely there are weed. growing amongst the wheat. Yet they will be removed at the time of the harvest. There are good and bad people in the world. The Greatest trick the Devil ever pulled off is convincing Man that he does not exist.

Concept of peace exists even today and yes it is absolute! peace is stopping all armed conflict. But usually after truce is decalred there is something called "negotiations" that the countries has to go through. Lets see what are the truce negotiations that Lebanon and Israel have to agree to .

You need to ask this in the "Philosophy" catgory, not here. Still, I think that concept of peace is the same. The question that differs is what price should one be willing to pay for peace? Should we give up our religion for peace? Should we allow ourselves to be held captive in a dictatorship for peace? If you allow others to slaughter thousands of people and do nothing for peace, what does that make you?
