There is fear of the law and then there is fear from the law. People are not afraid to commit simple crimes as the courts are too busy to bother with these minor issues. But lately there seems to be more fear from the law. People who have served time, and let out , followed the rules just to find out the rules have changed, and now have to make real decisions.

In the U.S. people commit crimes because the punishment is usually a slap on the wrist. If the punishment fit the crime, the crime level would definitely drop significantly.

Law enforcement can only do so much. They arrest the people and the judges let them go.

Until the crooked judges and lawyers are done away with, nothing will change.

I find that the more severe the crime, the less the penalty (in most cases). Someone can get away with murder (literally) but God help you if you don't pay your parking fines.
I think that laws are enforced for the average Joe to keep people under control. Just my opinion.

Most people desire to govern themselves based on their own human experiences. If they grew up around violence, abuse, etc, that becomes normal to them and its very difficult to change patterns of behaivor by locking people up.
