Jimmy Carter - just look what he did when he got out of office - devoted himself to helping low-income families. Clearly he didn't change.
Personally, I'd have to vote against Reagan, primarily because of his giving weapons, training, and financial support to the Taliban and to Saddam Hussein, as well as the Contras. I don't think you can fund that many terrorists and still be ethical, particularly when you lie about your knowledge of the event in front of congress.
Of course, the lying problem would have to also exclude Clinton, which leaves us pretty slim pickings.

Reagan was hardly ethical - the Iran/contra scandal should disuade any intelligent person of that thought - although Reagan takes alot of hits he shouldn't.
The most ethical President that the United States had over the last 50 years was probably the one who served for the shortest time. That President was Gerald Ford. He managed to steer the course of this country better than any other President while the country faced its the greatest constitution crisis (Watergate and Richard Nixon's eventual resignation) during the 20th century. He was a man who did not seek the position - but he may have run the job better than any other man ever did.

Carter. He was religious and always had ethics in mind. He was career military for about 20 years before he entered public life and understood what it was to be commander in chief. He sought peace in the middle east, human rights for all. Another 4 years would have been nice, but in those days people blamed the president for a bad economy.

I would have to agree with you on those basis. I prefer to think that if JFK had lived he would have solved more problems and we may not have ended up in Vietnam. Kennedy was tough on the Russians when they were in cuba. We can only wait to see what Bush will do if the PRD wins the president race in Mexico. This party is directly out of Cuba.

just because it was Reagan's lifetime goal to end communism doesn't make him ethical.
Ethics are defined by each individual person. Safe to say the Gerald Ford was the most ethical because he wasn't in office long enough to do anything unethical.

whenever politics are involved.. there are no eithics. I think its a matter of opinion. I think in every president in the last 50 years there is something unethical about each one. Of course this is based on each persons opinion of "ethical"
mudslinging is unethical and so is taking money to fund your campaign when you shouldnt. giving weapons to war mongers, having relations outside of your marriage, using war to make you rich...
the list goes on and on.

I'd have to say Carter or Ford.
How can anybody say Clinton? All he did was basically say oral sex wasn't sex or cheating. Now we have a generation of middle school and high school girls thinking that they aren't having sex when they give head.
