If you have the cash with you, you could go to any international bank, but unfortunately SA Rands are not a common denomination. You might have to try a few. If you're in the Taipei/Taojuan area, you might take a nice trip to CKS airport and exchange it at one of the money exchangers. They usually don't have any problem with that.
If your money is available on your credit card, you could go to any Maestro or Visa ATM and withdraw the money in Taiwanese dollars.
By the way, next time you come to Taiwan, consider buying US$ rather than bringing rands. I know it's a "schlepp", but in the bigger cities US$ are readily accepted at most shops (although the exchange rate might not be favorable).
