The right time is after marriage. But in case you can wait till after marriage that is OK. In as much as have sat down to answer some salient questions of life such as
(a) Can I cope with unwanted pregnancy?
(b)What of HIV/AIDS and Studs and the rest o them?
What of the emotional stress that accompanies everything about it?
(c)Can I cope in case the guy or girl in question denies responsibility?
Then after these and many more questions that nature will bring your way , you can then decide the best time for you.

THere is no right age. It is when you are able to except the consequences of sex. Can you financially and emotionally take care of a baby if you accidentally get pregnant/get someone pregnant? Can you deal with getting an STD if the condom breaks? These are questions you need to ask yourself.
