I built a self standing hot tub with wood and tarp, how could I get a heater to heat this water safely? Any suggestions, ideas?

It would cost you your life.
I won't teach you how to do it safely, and please don't take any suggestions or ideas from any fool.
This is no DIY stuff if you are thinking of heating elements.
Better to save up and buy a branded appliance with a warranty.

You should have some suggestions from the manufacturer of your do it yourself hot tub. Call them up & ask. You also need to know the capacity of your tub so you know what size heating unit you need to buy to get it to that temp and maintain the temperature. Safety first!
