Three is so young, don't worry about what he is saying at this age. He doesn't understand the mafia or violence. Maybe, he has been watching too much mafia shows that sensationalize the mafia.
You might explain simply that the mafia does bad things to people, but if you teach him as he is growing up sympathy, gentleness and empathy I doubt he will keep wanting to form a mafia.

Tell him you don't want to hear him say that ever again. Something has to be going on for him to even know what that means at age 3. My youngest of 3 is 4 years old and none of my children have ever said anything even close to that. I would ignore it. Tell him that is not nice. If that don't work, seek professional advice from a therapist or family Doctor

you need to sit down and talk to this child. ask him why he wants to be bad and mean.or maybe he is watching to much voilent movies or cartoons.

make sure he has a legit job so the cops dont follow him and never do the dirty work there are followers for that
