why does privacy policy icon always show when on some sites?

If you are referring to the little "lock" at the bottom of the browser, that is to assure you that a secure connection has been made between your PC and the web page. That way any information you send (credit card info, passwords, etc) can not be hack into by anyone else. It is there for your safety. Never send important personal information if the pirvacy icon is not present.
