I wouldn't bother getting a PhD in "media directing acting scriptwriting" unless you want to teach those subjects. A PhD is certainly not necessary if you want to work as an actor, director or scriptwriter.

However, if you want to get an advanced degree in those specialties, the four schools I'd look at are NYU, UCLA, USC and Syracuse.

The degree that's really considered the "highest" in these fields is the MFA - the Masters in Fine Arts. An MFA will qualify you to be a professor at a university in these fields.

There are a few PhD programs out there, but not many, and those really focus on research.

The best MFA theatre/film schools in the US are UCLA and NYU/Tisch.

Honestly, I don't think that's a field that requires a phd, since PhDs are research/teaching oriented, and all those things are more practical.
Then again, what the hell do I know! try checking out US News and World Report. they rank universities and graduate programs.
