Only plaster over it if it the artex is very firm, other wise you could have the whole lot coming down...the artex will be holding the plaster to the wall/ceiling. If you sand it use dust masks, empty the room, cover the carpet/flooring and tape polythene over the door to stop the dust getting out (keep the hoover in the room). A good belt sander with a 40 grit belt will tear through it.

Artex is the textured plaster right? I think the wallpaper that you can steam off is called anaglypta.
If you've got artex then it needs to be skim plastered.

Use a very good wallpaper stripper, and lots of time and effort, but be care full, do not try and sand off as some old Artex has asbestos in it and this is bad for you if inhaled, so using the steam is good as it damps it down first, and make sure you pick it up before it drys as it sticks like poo to a blanket, have fun and be carfull...........................

with great difficulty, very hard to get of! It is quite a slow process you just have to stick with it! Failing that sell the house to some muppet that likes artex!

You can actually get textured surface remover. It's a bit like paint stripper, you just paint it on to the surface leave for a while come back and scrape it off. It won't take it all off (whatever it says on the bottle) but it will get the majority and any thing that won't come will just have to be sanded or re-apply the remover and come back to it.
I think B&Q do it.

You can chisel it off or steam it off too. But if its really old stuff it may contain asbestos particles. Best thing to do is have it plastered over. PVA over if first to provide a key the use a finishing plaster. Jobs a good 'un.
