satyrix is correct in that the best way is to get in touch with a local BDSM group. This is a way of meeting people with your interests in a safe way. Just don't expect to go to one and find someone immediately. Remember, these are human beings that we are talking about, so work in relationships first.
To answer your first question, it might not be the usual interest, but there's certainly nothing wrong with it, and lots of people are into the same thing that you are. I should know. ;-)

I would recommend that you do an internet search for local BDSM groups (communities) in your area. There are people there who can teach you safe techniques for tieing people up and you will also meet people who like being tied up.
