That's by Sarojini Naidu....

"frail as a dragon-fly's wing" is a simile (a comparison between two things that have similar characteristics. Those are easy to spot...just look for words like "like" or "as" when things are being compared.

"girdles of gold" is an alliteration (when two or or more words close together start with the same letter and sound...can't use it in guitar gigolo...)

the two lines "girdles of gold for the dancers,scabbards of gold for the king" together form an isocolon. That's a repetition of clauses of equal length and corresponding grammatical structure.

Frail as a dragonfly's wing would be a simile.
Similes occur when the author compares two things together, such as frailty and a dragonfly's wing.

'frail as a dragon-fly's wing' would be the figure of speech, because anything that was literally that frail would break if you touched it.
