Gold is gold because of the number of protons in the nuclei of the atoms. If the number of protons were different, it would not be gold but platinum, (if there were one less proton) or mercury (if there were one more.) What makes elements different from each other is the number of protons in the nucleus.
As to the blue lined paper, try ebay, they have everything.

When you want a scientific answer, ask an actual scientist...
For this one you have to think of all the physics that is involved, and how we actually see things. Put simply, we see everything through the light that comes into our eyes. That light was previously reflected or emitted from something. Whatever that something was will have absorbed some wavelengths of light and reflected others, so grass and leaves are green as they reflect the green wavelengths of sunlight or white light. Apples appear red because they reflect the red wavelengths, and bananas appear yellow because theyr eflect the yellow wavelengths. Most of the other wavelengths are absorbed by the various materials or are not reflected in sufficienmt quantity to be noticed in our eyes at the same time as the major reflected colour.
Having said that, the simple answer to your question is that gold reflects the wavelengths of light that make up the gold colour and absorb the other wavelengths. Other metals or metal alloys are also coloured for the same reason, so copper is the colour of copper and alloys of copper also appear coloured. You say most other metals are not coloured, but that is not entirely true. Each metal has characteristic wavelengths of light that it absorbs, so there are subtle differences in the actual colour of each metal or alloy. Put side by side, it is entirely possible to differentiate the different metals by colour, even though they all seem to have the 'same' silvery sheen.
As for blue lined paper, this can be found in specialty paper shops and occasionally on store shelves as a novelty item. It is not generally available because the difficulty of seeing blue lines on blue paper makes it rather unpopular.

Gold is not the only metal that is "gold" in colour. Both copper and titanium (just off the top of my head) have a colour similar to that of gold.
I'd guess that the colour is brought about by factors including electronic energy level gaps and the element's packing structure, but I can't say for sure unless I actually studied the inorganic chemistry of gold.

Gold is gold not only because of it's chemical properties but what our subconscious mind think about it. Sun is the only main source for our lives on Earth. So important for our life, without Sun it looks impossible to live (At least in primitive time). The GOLD - our subconscious mind considered as a symbol of Sun; Golden, Shiny hence given royal status. Hence in many cultures it was used for making Idols of Sun & other Gods. How a blue lined paper get this Royalty?

Oh I know this one! Years ago there was a gold digger be the name of Podge and he had only one eye up there in yon Canyon Vale singing the blues with holes in his shoes. Anyway, one day, a Tuesday I think it was, he fell. The next day his wooden cabin caught fire and he yelled 'GOD DARN IT!!!'. That night they all danced around the fire in the moonlight drinking whiskey and courting women and the wolves waited in the shadows drooling over the scraps. Then they all died. Five years later a young boy painted his metal soldiers gold and sold them to the highest bidder, but the money was only blue lined paper, and that's how it happened.
