You are talking about a time before they had discovered how to make metal, so thier options were limited to what grows and what lay on the ground.
For tools, that would be wood and stone, both were used, but since stone is harder than wood it makes better cutting tools
Ohh, i nearl forgot, there was bone too, fairly hard so it would hold a point, fine structure to make precision items but a bit brittle, made great sewing needles though

Why "did" early people chose stones to make their first tools?
That "was" the material that was available, and they learned to shape the stones to create whatever type of tool they needed. Knife, arrowheads, grinding stone, etc.

Stone where available as natural tools as they need not have to be shaped and whatever is available in nature as sharp or blunt stones were used according to the use. Even wood would have called for shaping them. Hence stone was his first tool, which had come handy for use straightaway.

Who said they did?
The first tools were probably out of sticks and stones because those materials were easily available.
The very first tools were probably from sticks like the monkeys who use sticks as tools.
You use whats available to you. (like the internet)

what other material was there for them? wood is too fragile.. stone is the best in those condition. to carve, to hunt, to build... when early people were able to use fire to melt metals, they upgraded their tools.
