This is a guess mind you but I would say that onshore winds occur on land and offshore winds occur over the ocean.

onshore winds should be winds that occur in the sea but move towards land creating tides on the shore while offshore winds should be winds that occur still in the sea but move from land to the sea creating waves in the sea

Readers diggest version... land heats up easier and faster than water and cools down faster to... SO...

Land heats faster during the day than sea, hot air rises, cooler air from sea moves in= onshore breeze

Land cools faster at night, cooler air sinks=offshore breeze

It's about the direction of the wind:

onshore: from the water toward or onto the shore

offshore (seaward): away from land and toward the open sea

Hope that helps!

(Apparently you're not the only one who find this confusing - watch out for those incorrect answers - check the dictionary!)
