It sounds to me that the RAM is not in good. Try reseating the RAM.

If the POST is not appearing on the screen, check your video card: see if it's inserted properly in it's slot, if the cable to the monitor is not damaged.
If all those are OK, try to change your video card with another one you know precisely it works. If now you can see at least the POST on the screen, change your video card for good, remove the old one's drivers and install the new ones.
If it still doesn't work, check your power supply: either replace it with one you know it works, or, if you have a voltmeter, disconect all wires that go from the power source to the different components, connect the power source to the mains, start it (connect the "PS ON" wire with "5V SB" wire) and check the voltages. You can identify which wire should be from one source by the label the power source bears. The voltages might be a little higher as there is no curent through the power source.
Don't bother to check the RAM as long as you don't hear a beep code. If it was the RAM, you would received a beep code.

There are a few possible problems. One is memory you can get a no post boot with bad memory. Which means no beeps. Also could be a bad video card. Is the video integrated to the motherboard?. Or do you have a seperate card? Try unplugging devices one at a time such as hard drive and cdrom as if there is a short in one of these then that can also cause a problem. Suggest trying new video and memory if these dont work. Also would suggest a possible Processor issue. Hope this helps.

Ok here we go.
1-st remove all add-on cards (PCI,AGP) when you remove all of the equiment and the only thing left is the ram and motherboard & cpu and the computer still does not respond try removing the RAM to see if something happends like error sound.
If you have removed everything and still the same problem then it looks like a motherboard problem.
But before you replace the motherboard make sure that the power supply is working at it's best and all connection are secure (Check it with a voltage meter).
If the computer works my removing the cards in PCI or AGP slots then replace one by one until you find the one that does not allow you to boot your computer and that one will the the trouble one and replace it.

Make sure you have All connections to power the motherbaord connected.
Make sure the CPU is seated right. Make sure your ram is snugly in.
If you can test your hardware in a friends computer, it may be the case your motherboard is DOA (Dead On Arrival)
If you hardware works, try their cpu in yours.
I've seen this problem occur many many times. What it came down to was either the faulty motherboard or faulty powersupply.
Dont let the power supply trick you, try another one. Make sure its sufficient for your hardware.
Make sure you have a snug connection with the monitor. Make sure you have you video card seated correctly if it is an addon card. Else, clear your CMOS. See if that does anyhting

2. make sure where you are plugging into have electricity going to it.
3. make sure the power supply has the light on it lit up (so you know that the power supply is supplying power)
4. Remove the battery pack and try to start
5. Put the battery back and try to start
6. Go to google or yahoo and enter the model and brand of your laptop with the words does not start, dead, unresponsive and see what comes up.
7. If its a Dell go to the dell website and search there forums for an answer.

May there is a failure in the processor or the chipset. It seems to me that only the power supply is normal. Try re-assembling all the parts that are connected to your motherboard. Also check for missing parts or any malfunctioning of the parts separately with another computer. In this way, you can find out which hardware is not functioning and replace that alone.

Zapped video card, I had also such experience during a thunderstorm, I don't know further since my primary computer was also running next desk but that machine came thru fine. Replacing the video card and 2nd machine back in a jiffy.

If you arent receiving post beep then the bios has took a dump or one of the outputs on your power supply has quit.
