Amtrak is a US service ("Am" is short for "American"). Network Rail (thanks for the correction) owns the tracks in the UK, but regional rail travel is handled by private companies. If you'd like to find out about rail travel in the UK, just type "rail travel UK" into your favorite search engine. You should come up with some good links.

Just for the benefit of a couple of the previous rplier, British Rail ceased to exist over 10 years ago. The running of the tracks, signalling and stations was taken over by Railtrack. Then a couple of years ago, following a number of serious incidents/accidents, this role was taken over by the current incumbent Network Rail.
As for Amtrak, as has already been pointed out, they are purely an american company, although it would not surprise me to find them running one of our rail operating companies.

They don't have AMTRAK in the UK. They do have a railway system, notoriously delayed.
