IF you are master falconer (takes about 7 years, 2 as apprentice, 5 as general), THEN you can own (with a Federal permit) a golden eagle only. It is illegal to own a bald eagle except under certain circumstances and any bald eagle in those circumstances would be unfit for falconry (a rescued bird too injured to return to the wild, again with the right permits).

Owning either one will get you in jail! They are not domesticated enough and they are way to big to land on your arm they could land on your leg but then you would need to go to the emergency room for surgery.

acceptable, yes, legal, no. they are too big for the average person to handle anyway. Talons are far to large and sharp to land on the wrist.
