Take it or call your local music store and find out for sure. I know in the late eighties for awile for whatever reason they were making Fender guitars in Japan and some in Mexico. I own a 50's reissue strat made in Japan. That does seem like alot of serial numbers to me though.

Does the number have a letter in front of it? I know that Fender has or still does put a letter in front of the serial number. Also, where is the output jack? If it is one where the jack is on the outside curve of the guitar then it is probably fake. Real Strats have the jack within the body of the guitar. There is the chance that the body may be generic and the neck may be by Fender (or vice versa). Your best bet is to take it to a guitar store and have a pro take a quick look at it. And don't forget that a previous osener may have customized it themselves.

Fender guitars serial # start with a letter.If made in the usa the letter designates the decade as in E=eighties.N=ninetys Z=2000 the second number is the year as in E3=1983. If made in mexico it would be MN3 (mexico 1993)

There are sites on the web that show Fender serial number formats to allow you to date instruments. Fender themselves have one: http://www.fender.com/support/dating/fender_us_dating.php. Your serial does not fit any I could find but do check that you are reading it correctly as Z(zee)3028506 rather than the 23028506 you typed would be a valid US made strat serial dating from 2003.

by the way of how Fender classifies their serial numbers is the last 4 numbers of the date it was made so your ended in a 6....so your guitar was built some time this year....... it's very difficult to get an original strat ( pre CBS) and if you find and original u will be paying alot of $$$$$$$..i have seen them goes as cheap as 2,000...i have seen them goes as high as 75,000 ( frank zappas old guitar)...so if u paid less than 1,000 u got a strat that was built in the past few years... but the secret to buying guitars
ask these questions to yourself
" does this guitar give me the versilityi am looking for"
" is this guitar comfortable"
" will this guitar fit into my band, studio, etc."
" is it more imporatant to me having a classic or current guitar"
if you answer these questions you will buy the guitar

Fender says "there is always some carryover from one year to the next". Therefore your guitar is either an 03 or an early 04. Shouldn't matter much in resale price.
