press and hold ctrl, alt and del at the same time this will bring the task manager up and you will be able to stop the programs independently from there

It sounds that it has frozen. Leave it for a good twenty minutes or so and it may be okay. Were you trying to do too many things at once and not closing down before going onto something else, this can cause a computer to go into freeze mode. Also try control- alt-delete, that just might solve the problem.
At the end of the day you may have no choice but to turn it off at the mains. Then when you switch back on your computer will do a scan disk and you should be alright.
Good luck!

If you can access your shut-down menu but cannot get your computer to restart or shut-down there's a solid chance that there is software running on your computer that is preventing the shut-down. Close what you can and cold-reboot your computer. When you come back up update your intivirus and firewall software as soon as you can.

I think your ATX case and PSU (Power Supply Unit ) is faulty. You wont lose anything by turning at mains.
