Do you end up paying less for your water if you have a water-meter? Is there any cost to install it? Will I pay more if I just pay the standard yearly rate?

if you live alone then it could work out cheaper but if you have any sort of family it usually works out more expensive. also once you have one installed, you can never have it removed so people will not want to buy your place if they are going to be using aa lot of water.

You will know exactly how much water you are consuming. Yes the meter installation will cost you. Your rate of use will determine how much you pay.
