Flonase is very good. It has to build up in your system for a week or two.It was not intended for immediate relief. The doctor should have also given you some clarinex or another decongestant along with the Flonase. Ask if it is right for you. No you will not have to take it forever, but take it for a month or two and see if it helps. You might need it again for seasonal allergies later on. Get someone to see if Grandma's house a ventilation problem. And, even in winter, keep a window cracked a little bit open for circulation. Winter heat tends to dry out the sinuses and that's not good.

You have to keep using it, for as long as you are exposed to the dust. It works pretty well, and now you can get the generic version that is a lot cheaper.

You could try to get all the dust out of her house. Then maybe you wouldn't need the Flonase. You could also talk to your doctor about getting desensitization treatment.
