I need more info to be able to troubleshoot your problem.
1. How many beeps do you hear after power on? (none, one, more)
2. Do the LEDs on the keyboard light up for a split sec at start up?
3. Are the fans running?
4. Is there any hard drive activity? (heard or visual - it's front panel LED).
Give an answer to these questions and we might help you; otherwise, as I said, it can be anything... (processor, motherboard, videocard, RAM, hard drive, power supply... have I left something out?)

This is definitely a hardware problem so If only the fan works, maybe there is a wrong connection in the system. Try and open it up and check your connections. Another possible fault is your Video adapter or your motherboard.
You could call up a specialist to assist.

Does it beep at all? If it beeps how many beeps does it make? If it beeps then it is a susb system problem, memory, processor, video card, etc. Does the hard drive light blink like the drive is working?
If it does not beep at all, then it sounds like the power supply is not putting out voltage to the system board, check the connector make sure it is on the board good. If the connector is plugged up then it sounds like the system board is bad. Which is not uncommon,
If the hard drive light works like it is actually booting up, it could be your video card is bad. Which could be a card in a PCI or AGP slot, or most ATX /mATX system boards have the video built into the system board.
Which then give you have two options, replace the system board, or get a video card to stick in a slot in the computer.

Possibly your monitor is broken, the monitor is not connected, or there is a problem with the wire connecting the monitor to the computer.
Is there a light on the computer that indicates whether it is powered on or not? If so, did the light go on or not?
If the light did not go on, you computer is broken, and there's nothing wrong with the monitor.

I the monitor works, then, it is probably a problem with the motherboard. In my experience, they go fairly often.

I can say that the vega card is bad or not working well and also the monitor may be broken or unplugged
