The d and f orbitals have poor penetration power because as you approach the nucleus, the wave functions go to zero, while s orbitals electrons always exhibit a non-zero wave-function close to the nucleus and these wave functions are always higher than a d orbital with the same quantum number.

i.e an electron in a 3s orbital still has a higher probability of existing closer to the nucleus than an electron in a 3d orbital.

Because of this wave function effect, s orbitals have the best screening effect.
