Backward classes, Other backward classes,
Scheduled casts, Scheduled Tribes ( P Chidambaram)

Because the Indian politicians love debate and rhetoric instead of being decisive. They love to waste time, and use money for useless projects and have no firm or cohesive plan for their country. There isn't a single ministry that is efficient.

Ours is a very poor bureaucratic setup with wide spread red-tapism.
Decisions taken are so delayed that mere implementation of these decisions becomes mockery of the system.
