The chrome wheel can be made out of any material that the manufacturer wants it just has to have a skinny outside that is chrome. The Chrome wheel is entirely out of chrome so a better deal.

Plated means the outter wheel has a layer of chrome and a chrome wheel is solid chrome. Something plated has another type of material under it.

They don't make things out of "solid chrome"
There is usually steel to start then they add a layer of copper for The chrome to adhere to
Then the chrome is added
All of this is done with chemicals and electricity

There is no difference...there is no such thing as a solid chrome wheel...they are all only chrome plated through an electroplating process

I think that the chrome plated wheel is just that...PLATED with chrome meaning that it is either dipped in chrome or sprayed in chrome...
