No. The reason is that even with a purely academic setting there are different skills needed for success, and these differ depending on the level of education. The skills that make someone successful in high school (like memorization and recall) are not necessarily those that will lead to success in college or beyond.
In graduate school, there is less emphasis on what you can memorize from a book and more emphasis on coming up with innovative ideas and hypotheses. If the universities favor students who can simply remember information, then we stand to pass over those who would otherwise go on to make advances in the field.
In undergrad, I had more than my share of honors classes where the prof would try to foster discussion of course topics, but would only be met with silence because the students were not prepared to integrate and apply the course material outside of knowing it for a test.

Errr I'm confused? What the hell purpose would that serve that would be 'better' for the overall general population?
The BEST Academic students get an education to make you/them feel that much smarter? I think ALL kids deserve to feel 'smart' in their area of smartness. We are ALL Geniuses in one way or another, just not necessarily 'cracking the books' and memorizing text.
So I guess that would put me square against this idea. I feel it would put more elite-ism in a society where there is little of middle class left and more and more working poor, and the 'very best academic students' would be the ones that would probably end up in the rich category. We NEED our middle class - it's the one class that DOES support this country. Rich get tax breaks and shelters and each time we have a Repub President, they find ways to give more tax breaks to the wealthy. It is a statistical fact that the POOR in this country donate more to human services than the rich.. so ...... this is a big NO for my opinion.
I think it's just a way for 'you' (whoever you are asking this about - yourself or those you believe it would apply to) to feel superior, and THAT doesn't make any sense to me. I think if your academic skills/structure and discipline would then carry over into your work ANYWAY and therefore you would be the ones getting the scholarships and the high GPA's which allow you to end up 'in the richer' category anyway.. I think it's kinda snobby personally. /shrug. Best of luck on your idea though.

Yes and no. Who determines who the "best of the best" are? Is it based on standardaized testing? If so, it's not an accurate measuring tool. The "best" academic students are often the ones who do not perform well on tests.
If we didn't have SOME universities that accepted only the "best of the best" then we wouldn't have any "pride" schools. Schools that students can boast about attending. It doesn't make the "best" student any better than an average student, but I think there are certain rewards held for those who strive for excellence and not mediocrity.

No, everybody should have a shot at an university education if their capabilities permit.
Yet, I do believe that the very best students should receive preferential treatment and (financial) help where and when needed.

No. I mean, I'm all for trade schools, but everybody who wants to should get to learn. Besides, if we put on restrictions, I betcha a lot of "the best of the best" would fall through and not make the cut - just from flukes.

There's too much nonsense and "liberal arts" that is being taught. By the time someone graduates from high school, he should already know most of what's being taught at the undergraduate level, and most of it is still useless, anyway.
If someone is going to a university, it should be for delving into a specific career such as medicine or law, and the program should begin immediately.
