In a welfare state , if Education is made compulsory , then the State must provide free , standard education to all , which our country is not currently in a position to do . However , this being one of the goals we set ourselves , it exists as a Directive Principle of State Policy , meaning we intend to make it possible , when we have the resources .
Looking at your question , however , I feel the urgent need to make the Government do something about it !

India has a compulsory education policy. the problem is some citizens are very poor - they prefer to make their children work rather than sending to school. because of a working democracy it is not possible to send parents to jail. almost 90% of children below 15 are in school. there is significant migrant population who keep shifting their residence. it is very difficult to send older persons of say above 40 to school. every 10 years, the literacy rate is going up by 5%. current is 65%.

India has lousy politicians. They are corrupt and incompetent. They win elections by misleading ignorant masses. No one will vote for them if they are educated and get to know the true worth of these nincompoops.
