Your question somewhgat leaves me hanging because there are both kenetic and static forms of energy and I am not sure of which you speak but I know that moving charges generate magnetic fields. an electron that is moving will generate a magnetic field same most probably of a Proton since all matter is condensed from pure energy I would say that the electric field is some kind of property that remains intact aftyer the condensation occurred. Since nothing seems to be at rest ever it has some kind of charge no matter how little.
I sure i wish I knew this answer. I am just speculating based upon tiny amount of education.

What is called an Electric field is really something called Electrostatic Gravity field. It is a Gravity phenomena which manifests itself in the world of micro-masses.

my educated assumption would be that it has to do with the rotation that the particles have in relation to one another. electrical attraction generated between the opposite cargoes pulls them together, the rotational velocity of the orbiting electron generates the balancing outward force, and thus circular logic says that the electrical field is required to explain why they are rotating.

what the heck?! why not?! they are! the electrons are negatively charged, protons positively charged, and the reason the electrons spin so dang fast is to prevent combining with the protons, which would render both so neutral NOTHING could be found. why don't you want someone to say they have charges when they do?! The Encylopedia Britannica in its edition 11 of 1890 says that the answers for matter and energy can ONLY be answered by men of the philosophies exploring the subjects of space and time.
Unfortunately most of us today are focusing on matter like physics etc and technical advancements like biogenetics etc - looking at structures - this will never get the answer and solution.
We loose sight of our own true abilities: Einstein is right in saying that we utilize only a few percent of our inherent abilities. We need to shift our focus away from the materialistic views - in life as well as in research - to get to the answer to your question.

electric field,it is a space around any charge due to which an unit +ve charge experiences force(eE) .
its a supposition ,there is no question why they r having it likewise it cant be eplained why objects at height have potential energy.
