Well, it could be anything!
I need more info to be able to troubleshoot your problem.
1. How many beeps do you hear after power on? (none, one, more)
2. Do the LEDs on the keyboard light up for a split sec at start up?
3. Are the fans running?
4. Is there any hard drive activity? (heard or visual - it's front panel LED).
Give an answer to these questions and we might help you; otherwise, as I said, it can be anything... (processor, motherboard, videocard, RAM, hard drive, power supply... have I left something out?)
Later edit: after the updated information, I just can tell you this:
It is definitely not the graphic card, in this case. The fact that you hear no beeps and the LEDs are OFF all the time signify that either the processor or the motherboard have died... RIP.
If the other computer has a similar processor (I mean same socket/made, not necessarily the type and/or clock frequency) you could try to switch them to help pinpoint if it's it or the mainboard. (I hope not both, wich is not impossible, b.t.w.)
Best of luck!

If the submit isn't appearing on the show, verify your video card: see if this is inserted precise in this is slot, if the cable to the computer screen isn't broken. If all those are ok, attempt to alter your video card with yet another one you already know precisely it somewhat works. If you may now see a minimum of the submit on the show, substitute your video card for good, eliminate the previous one's drivers and deploy the recent ones. If it nonetheless would not paintings, verify your ability furnish: the two replace it with one you already realize it somewhat works, or, in case you have a voltmeter, disconect all wires that bypass from the flexibility source to the a number of factors, connect the flexibility source to the mains, start up it (connect the "playstation ON" cord with "5V SB" cord) and verify the voltages. you may % out which cord might desire to be from one source by skill of the label the flexibility source bears. The voltages may well be somewhat greater as there is not any curent in the process the flexibility source. do no longer hardship to ascertain the RAM as long as you do no longer hear a beep code. If it became into the RAM, you will possibly gained a beep code. good success!

you failed to mention if the dying PC is a laptop or a desktop...the distinction is small but it defines how the troubleshooting would go.
Also, based on the wording of your question, it looks like you have two (or more) computers? I'm going to assume that the dying PC is both a second PC and a desktop.
if the computer that isnt working is very old, junk it. but before you do, take out the hard drive, set the jumper on the hard drive to slave, and connect it to the cable that is plugged in to your newer PC's hard drive.
when you boot up the newer PC, you should see both drives and you can pull your data off of the old disk and put it onto the newer PC.
