Of course there are possibilities of being ripped off, but only if you don't follow common sense. eBay does everything it can to prevent fraud and will follow up on claims of abuse, but only you can prevent it fully by not taking stupid paths.

If you mean personal safety, it's as safe as it ever is to give your name, address and email to a total stranger (which is what happens when you buy or sell something). If you mean the integrity of transactions, there is a large element of trust which people can easily break, but the feedback system seems generally effective in limiting this - always check out the feedback of someone you are considering buying from. I have had perhaps 1-2% somewhat unsatisfactory transactions, but nothing serious.

Hi, I used to use e-bay when I was in US, and I was suspicious. Than I talked to some girl who was online at e-bay and she explained me everything.
E-bay don't guarantee you that you will recieve paid goods, but in that case you can complaint to e-bay service and they will try to solve misunderstand.
I haven't had trouble with e-bay, but once I lost my parfume, because the guy who was sending wanted to save 2$ and did't send packet with signature mail just regular. I was living at hotel and postman left in hallway, someone else took parfume instead of me or postaman took it. When I was in postoffice They said packet is delivered, we can't do enything about that.

Every time when you decide to buy something ask to send via signure mail.

99qustions is your house safe from robbers? if so then ebay is safe then again nothing is 100% safe in this world.
