you cant do anything about it with a restricted account. You gotta contact your system administrator.

It sounds like the administrator has to put that site on the "allowed" or permitted sites list. If the site contains harmful information or something that should be blocked where you are, then they may not. If it something that you really want, and is found appropriate, then ask the administrator to unblock it.
