If I'm reading the question correctly, I think it's something along the lines of becoming more in tuned with the community. For example; have more gay people on the police force in san fransico because it wil make a big part of the population feel more comfortable. In a more "urban" area have more minority police officers. Things like that.
It's been a few years since I took intro to criminal justice. sorry :(
