On my IDP it says it is valid for motorcycles with an unladen weight not exceeding 400kg

In Japan, if you get a car license, you are automatically entitled
to ride a 50cc scooter.

Together with what your IDP* (as you said this is permit, not license) said, I think you qualify to do so.

Yes-a Japanese car license entitles one to ride a 50cc machine so your IDP should be good, AFAIK for your first six months in-country.

If you are tourist, yes you can. You need to bring International driving license TOGETHER (both International and your UK licence). For 1 year valid maximum.

But if you are expat in Japan and registerd resident, and if you once traveled abroad and came back to Japan, your International driving license lose the validity. Because you are assumed as domestic resident.
You need to get Japaense driving licence then.

"

i just heard yesterday that there is a special permit for 50cc. i think its really easy to get and often high skool students get it.
