First of all, The way you presented the question is very offensives. You asked why God created such a people? God works in mysterious ways. All humans life despite their differences of skin color or sexuality or disabilities are creation of God and He does not create a Life form just for the sake of its creation. Despite the person disabilities, He is not totally disabled, he can still smell and taste and speak not to mention think about his life and how it would be especially with his "difficulties".
The way I see it, his very creation by God is to see the reaction of all of Gods creation, humanity in particular. Perhaps God wants to see if There is anybody in this world that has enough compassion in his heart to extend his or her help to this Disabled individual he had created. If there is no longer compassion in this world , then there is no longer a justification for the existence of Humanity. God might as well eradicated us just as he had eradicated the dinosaurs.
There is NO Life without Compassion.

A: There are 5 senses in humans. If he has no hearing and sight, we can say that he senses are 60% intact. It is to be believed that his smell, touch and taste are far better than a normal person with all senses intact.
Q: Why would God have created you?
A: I am a Buddhist. In Buddhism, no God creates human.
Q: What dreams do these people have?
A: Anything that a normal person can have, including audio-visual dream. Do you think the dreams of the blind people are totally black-screen TV with some sound on??
Q: Do you know of anybody suffering in this way?
A: Theoractically possible. But I haven't seen anybody suffering like that yet.

If by dumb you mean mute, there are many options. He could use an electronic form of communication such as a computer or portable communication device for people who cannot speak... Or he could make a lot of noise by clapping, banging on things, stomping, or even just touching or tapping the blind man to get his attention and physically show him that his child is gone. Once he has the blind man's attention, he could find someone sighted and write down exactly what he saw and have the sighted person read it aloud to the blind man, and later to the authorities. ADDED: That computer bit is assuming that there is a computer nearby. ALL computers have some sort of accessability options for the blind already installed, so even if the computer isn't equipped with JAWS (screen reader that converts text to speach) it will have Microsoft Narrator and the mute man can use that. Also, many mute people know sign language... And blind people can learn sign language by feeling the hand shapes being made. I have a few blind friends who know it. If the blind man knows it then he can recieve the information through sign language. Really though, blind parents tend to be very careful about things like this, and if the child is young he/she would either have a bell on one or both of his/her shoes, or be on a child harness, or something similar. If the child is older, they'd probably be carrying a rape whistle or at least be able to scream quite loudly.

I have met deaf-blind people. We communicated using sign language or fingerspelling in their hand or by computer. They also use Braille.
You seem not to have ever heard of Helen Keller, who became deaf and blind from a childhood illness and went on to earn an Ivy league college degree and was well known and respected as a writer and lecturer. You can Google for articles about her, or rent the movie about her life, "The Miracle Worker." Her teacher, anne Sullivan, taught her to speak and was her companion most of her life.
Deaf blind people have challenges but can have just as full a life as anyone else, just in a different way. There are special schools for the deaf blind and modern technology makes life much easier for them.
Not being perfect doesn't make your life without meaning, and limits are often those people put on themselves. I have blind friends who skydive and waterski and do pretty much eveything else. God has a purpose for everyone, and our job is to find it and do the best we can with whatever we have, gifts or handicaps.

Their purpose is the same as yours to live a quality life with as much opportunity as anyone else.
Just because they are blind and deaf does not mean they have any less of a mental capacity than that of a seeing and hearing person, there are a whole host of ways in which an see/hearing impaired person can communicate so the most important thing is to find a way that they can communicate with others.
look at it this way Babies cant talk and in the beginning they cant see very well but you can understand if there is something wrong and you teach them everything they know through stimulation and play. Same rule apply but you just have to approach things differently. :0)

I once knew a blind person he wasn't deaf though.. he lived a horrible life, being a homeless one, and also coming from an ethnic group that has been driven to misery.. he was also very opinionated as a person and very confused in his beliefs.. hence he was acting often in a very erratic manner ..I wouldn't venture though in defining his purpose in life ... it's like trying to judge a person and it's not right ... nor wether god 'creates' people with such characteristics... we tend to act and speak all the time as if we know god's purposes, principles and intentions.. how can we know such things?? I'm afraid that what passes for compliance to god's will, is really maskeraded human arrogance, first claiming to know the unknowable and second trying imposing your assertion on others as being the 'right thing'

There are other senses than our hearing and our sight.
More importantly, is our ability to love and to be loved.
God created all people, and loves all of his children.
Touch is powerful. I volunteered at a home for the blind and deaf and the way that they communicated was by the worker/teacher moulding the signs from sign language into their hands. They would respond to the touch and understand what we were telling them. They also would respond to smells. Certain smells meant certain things were going to happen. For example, the smell of a certain perfume meant that their parents were coming over to visit. These adults all lived together in group home, and they all coexisted happily together. They laughed, smiled and had fun....just like the rest of us.

It's true that someone born without either or both of these senses will have disadvantages in life, but these are not insuperable. Many will develop a strong will to overcome adversity and go on to achieve great things and be an inspiration to others. Those who help them will also develop in their personal lives. Who is to say what the definition of "normal" or "perfect" is?
What about those who are born "normal" but choose to abuse their bodies with alcohol, drugs, obesity and STDs?

No, I don't know of anyone like this, but what about Helen Keller? She was a deaf/blind person and she became an author and artist.
I personally think that they were put on this Earth to teach people compassion.

There are alot of deaf and blind people around and there are a few that have wrote books,songs, and have became very famous. So they do have a purpose in life. They are wonderful people. There is not a thing wrong with them, And most of them are smarter than we are
