Making love is an expression of love - showing the person your love for them physically. It can be so passionate and meaningful - it does not just involve your body - it also involves your heart, mind, spirit and soul. It has emotions behind it - meaning and is beautiful. This can be romantic - like candle light, music, taking your time, exploring each others' bodies and enjoying pleasing each other.
Having sex is just about the act of having sex - it is based solely on the physical - nothing more; no emotional attachment and no love for the other person (not mutual) It is about feeling good but not about showing your love for the other person. It doesn't involve your heart, mind, spirit, and soul - this is just the body. It is not as meaningful and deep. It doesn't mean as much - it isn't treasured as much. It isn't always romantic because it is not done on the basis of love. I am sure that people light candles and play music but this is more a one time thing, fling, etc - no heart behind it.
Overall, you have sex when you make love(the physical act of sex is there), but you don't make love necessarily when you have sex. You can have sex without love but you can' t make love without love.
