Barbi has a great site for girls. When my 5 y/o niece visits she literall takes over my computer and plays on the barbi site all day.

Both yahoo & pogo offer games w/chat, Literotica offers fun of a different nature... & there's this one game called sissy fight that's prety interesting

newgrounds.com might have some sort of dressup games but you have to search through the random anime porn banners and stuff so if its for younger children you would want to navigate to the game if you can find one first. gl. also addictinggames.com is good for just flash games and stuff, lots of fun stuff on there.
