Officials have still not confirmed how a terror plot targeting nine trans-Atlantic planes was uncovered, but have said they were watching the suspects for “months.”

The plot, uncovered in Britain, called for multiple plotters onboard multiple flights, each carrying a component of bombs that would then be assembled in flight.

A counter-terrorism official knowledgable about the details of the terrorist plot tells NBC News that:

- Indeed the plot "could have been carried out in the next few days.

- There were two arrests in Pakistan in the past few days that were related to the British plot, but no details have been made available.

- All 21 suspects arrested were British nationals, and nearly all, if not all, were of Pakistani heritage.

- British officials have known of the plot for "months, but less than six months."

- As the plotting "accelerated in recent weeks, so did the U.S. and U.K. interest."

The 9/11 Commission report notes that prior to Sept. 11, 2001, al-Qaida did a study of airline terror in which the terrorist group "considered the bombing of commercial flights in midair as carried out against Pan Am Flight 103 over Lockerbie, Scotland" believing it to be a "promising means to inflict massive casualties."

And in June 1995, U.S. and Filipino authorities uncovered a plot very similar to the one revealed Thursday in the U.K.

In that case, referred to as the Bojinka plot, bombs were to be placed aboard 11 jumbo jets and detonated by timing devices as the planes flew over the Pacific, killing an estimated 4,000 people.

Most of the jets were to be American carriers and most of the dead would have been Americans.

The bombs were small, using Casio watches, batteries and contact lens solution bottles filled with nitroglycerine. They were to be secreted behind the wall panels in the plane's lavatory. In this plot, the bombs would be carried onboard by suicide bombers.

The bombs would have been timed to go off over a number of hours to heighten the terror.

The plan, also called the Day of Hate, was conceived by Ramzi Yousef, the mastermind of the first World Trade Center bombing and his uncle, Khalid Sheik Mohammed, the mastermind of 9/11.

Only a fire in Yousef's Manila apartment on Jan. 6, 1995, thwarted it. Mohammed later modified the plan and took it to Osama bin Laden. That modified plan became the blueprint for Sept. 11.

A counter-terrorism official says that the plot uncovered Thursday:

- Called for the flights to be blown up in flight almost simultaneously, close enough so that flight controllers would not be able to ground planes, and far enough out in the Atlantic so that pilots would have no place to land.

- Called for attacks to be carried out near the 9/11 anniversary, but no date apparently had been set for the attacks.

- The loss of life was planned to be "comparable to the death toll of 9/11," meaning 3,000 dead.

- The attack was planned as a suicide mission.

- The United Kingdom as well as United States airlines were targeted.

There is "very good reason to believe that this is al-Qaida". The official said the sophistication of the plan --for near simultaneous attacks using suicide bombers -- was one reason, but that the reasoning "went well beyond" that.

Asked if any of those arrested in the United Kingdom had trained overseas, the official declined comment but added "I'm not saying they didn’t."

While U.K. authorities say they have arrested all the key players, the official cautioned that both U.K. and U.S. officials are investigating whether there were others involved, but again no indication of any U.S. involvement.

The plotters were primarily British nationals.
