i took it out now i can't push it back in the top is open but the bottom seems to be closed

Even though oral piercings do tend to heal quickly, some do stay open. Its always worth a shot.

There is a possibility that you can taper it open. Go into a piercing studio and tell them your situation. Explain to them that you just want them to try to stretch it open with a 'taper'. Bring in your own jewelry.

A 'taper' starts off at 16 gauge ( smaller) and goes to the larger 14 gauge ( which is the size of your jewelry). This procedure will gently stretch your hole to the correct size.
This will only work if your bottom hole is slightly open, and only a piercer will able to tell.

Don't try and force the 14 gauge through, it can cause scar tissue to form, tearing and damage to the piercing.

Ony way is getting it repierced because your tongue is in the process of healing (closing up the hole)

that's impossible. you have to get it re-pierced. It doesn't matter how long you've had your tongue pierced, the mouth heals very fast and you're pretty much screwed, sorry for the bad news!
