i think its a gift/talent. im sure people can learn it, but they wouldnt be as good as those who have the gift.

It is both a yes and no answer.
All people are capable of learning both, of acquiring the basic technical skills to draw and paint.
But to take these basic skills beyond just what they are usually requires a specified artistic sensibility that many don't have.
Taking it one step further, there are many skilled artists who can reproduce images they see but they still lack originality. If there is an innate gift it would be the ability to see and create original art. This is the rarest of the rare.

There are people who are horrendously non-gifted when it comes to artistic things, and they probably can't really learn to paint or draw. They are a minority, though.
Most people can learn, and if they are interested in it and want to learn that's probably more useful than if they had an innate gift but no interest in learning techniques.
And then there are the few artistic geniuses or prodigies who need no lessons in technique, but they're rare.

Yes, you can! I wasn't great at drawing or painting until I took an art class. It is amazing how much you can learn about drawing and how fast you can use it to become better at drawing.
There is alot of things to learn about drawing. Most people are never taught to draw, they just draw. If you learn to do it you will become better at it. I think being artistic just means you know how to pick up on drawing without being taught. If you learn to draw you can get good at it.

Being artistic is an innate gift.
Learning to paint and draw is available to anyone with the desire to learn.
The difference is in the gift.
Many people learn to play the piano. Few people are gifted with playing the piano. One plays, another 'PLAYS'.

I think a higher aptitude is an 'innate gift' but that doesn't mean you can get good as those people or even better. Practice. Practice a lot. Practice for years. It may take you longer, but if you want it that much, that may be a sign of your own latent ability - just develop it! Everything can be taught, but for many things, you have to teach yourself!

u can definitely learn them..with the efforts u put in into practising and learning,i'm sure u can do anything..i used to be pretty bad in painting,but i soon learnt that from my friend who had given me some great tips on how to blend in the colours and some other stuff..she used to learn all that in her art tuition she took..you just have to put some faith in yourself and never give up on anything..
