I know what your talking about that black mold that has alot of hype from the television right? I have no idea how to check that but if you live in an apartment or you rent your house you could call a building inspector and they will tell you whether or not its bad for you.

Unfortunately, rotting wood is BAD. It's rotting because of an insect infestation or because of moisture. Black mold is dangerous, it causes a multitude of health problems. Once your home is contaminated with black mold, you sometimes need to move or completely rebuild. Your local housing authority should have pamphlets and other forms of info. to help you decide what to do next.

Fungal attack on wood is never good. The wood is decaying and the mould will release spores which can irritate respiratory conditions. It is likely to be some sort of wet rot in that location. You need to replace the affected wood and treat the cause of the dampness. Get professional advice.

Don't start digging at it to inspect it. Leave it alone. A quick down and dirty way to stop it from spreading until you can get it inspected is to spray some household bleach on it. This will kill any surface mold but doesn't solve the problem. You have a moisture problem of some sort. Get a pro to inspect and advise you as to the solution.

any mold can be harmful to people do to the spores it produces, I would advise you to atleast clean the area and paint it with a anti mold paint. Killz primer is one such paint. However if you can I would have it replaced and the whole basement cleaned then place a dehumidifyer in the basement to help stop reoccurance

if it's rotting, it's definitely bad. even if the mold isn't damaging to health, imagine if the wood broke off or caused something else to give way. someone could get hurt and you may have more damage to repair.

Its not good. If no other reason it needs to be replaced simply to repair the area.

it's probably not a health hazard. but if you don't fix it, it's just gonna fall apart on you sometime soon.
